Everything looks right, but it's not overriding the layout file to call your phtml whereever you named the layout file like checkout_cart_index.xml will all merge together and that's how it works when it comes to xml file.
Just do the below things
Replace the sayHello() function with the below code
public function sayHello()
return $this->_modelFactory->create()->getCollection();
// if you want add some filter to in the sense you can do things like below
// return $this->_modelFactory->create()->getCollection()->addFieldToSelect('*')->addFieldToFilter('product_id', array('eq' => 'value_to_filter'));
then in your phtml file in the below path
app/code/Magneto/Glassconfig/view/frontend/templates/checkout/cart/hello.phtml
in phtml add the below code get the collection
<?php
$collection = $block->sayHello();
foreach($collection as $items)
echo $items->getId(); // Id is your column name, you can get any column by its name like getColumnName(); will fetch column value
NOTE : Your layout should in app/code/Magneto/Glassconfig/view/frontend/layout/checkout_cart_index.xml
