          As far as I know, STATUS_NOT_ACTIVE is used for Newsletter confirmation:

          Enable Newsletter confirmation: STORE > Configuration > CUSTOMERS > Newsletter > Need to confirm > Yes. The customer subscribes a different email.



          If user subscribes own login email, confirmation doesn't needed.
